UT Library Council Recognizes Contracts Administration and Library Staff
for Master Agreement Work
Recently, the UT Library Council recognized three staff members for their work on library master agreements: UT Knoxville Library faculty Corey Halaychik; Blake Reagan (Director of Contracts Administration for UT System Administration); and UT Knoxville Library faculty Micheline Westfall.
To date, the University has completed over 110 master agreements with library vendors. Master agreements ensure smooth transactions with vendors. These agreements ensure that future purchases with these vendors will be governed by the terms and conditions in the master agreement, thereby eliminating negotiations over terms and conditions. The result is a much more efficient contract process, while keeping the University in compliance with all relevant laws and UT policies.

In a ceremony on June 4, Sandy Oelschlegel, Chair of the UT Library Council and director of UT’s Preston Medical Library, presented a “Resolution of Thanks” to Halaychik, Reagan, and Westfell for their "outstanding service and meaningful contributions to the University of Tennessee libraries and their patrons through the successful negotiation of past and future master agreements.”
